Quebec Votes 2008 – Quebec Provincial Election Breakdown of the Issues

The Issues

 
Separation Do not want to separate from Canada. Originally strong separatists, the party now seeks to provide political and financial autonomy for Quebec without actually separating from Canada. Strongly supports separation from Canada and feels that it would improve the lives of Quebecers  Fiercely advocates sovereignty for Quebec.  The party has no position on Quebec sovereignty. The leader (Rainville) said he would abstain if a vote to separate came up in the future. 
Health Seek to decrease waiting times and overcrowding by increasing the number of nurses with various incentives as well as promoting the occupation of family physician. Would like to have a two-tiered health care (both public and private systems). Feel the added competition would increase the efficiency of health care. Want to reduce wait times and establish health care regions to serve the people in the region. Will invest $450 million into home health care and want to improve the quality of life for seniors.  Will prevent the privatization of health care and a two-tiered system.  Completely opposed to two-tiered health care. 
Education Will pump more money into post-secondary education regardless of federal funding. Wants to attract smart and bright foreign students and will run a recruitment campaign and make it easier for foreign students to live, study, and work in Quebec. Feel that schools need to operate autonomously (by removing school boards). This means they can put the students first without having to accommodate for any political changes or moves made by board members. Seek to create an environment where students are supported more fully by the schools in order to reduce Quebec’s high dropout rates. Also will invest in high school and university education in order to attract more students and create a stronger workforce.  Would like to make school free for all students. Want to move funding from private schools to the public sector. They will hire more teachers and try to increase literacy rates.  Will invest $460 million in education to meet the Canadian average of spending on students. Want to reduce class sizes and provide special resources to teachers. They will get the money for this by removing private school funding. 
Economy This is their priority. They plan to create thousands of new jobs, develop Northern Quebec, and provide many tax cuts to families and seniors who wish to work. Want to increase government spending to combat the recession. Want to remove investment barriers and add tax incentives to make Quebec an attractive location to invest, research, and innovate. Will help the ailing manufacturing sectors that face external competition.  The party hopes to create an economic shift in Quebec to reduce the influence of multinational companies and allow for local businesses to prosper.  Heavily intertwine the economy and green issues. Promote sustainable management of resources. The savings from a green economy will reduce Quebec’s debt and allow for competition on a global scale. 
Language Defend the French language as part of Quebec’s identity but will not reopen any language issues. Will remove the PST from things such as music and movies that contain cultural content. Want French to be the dominant language and have continually introduced policies to reduce the presence of other languages so that French can remain the most spoken. Says “No” to bilingualism in Quebec and promotes the French language strongly. Have called for small businesses to operate in French. Will protect the French language by enforcing Bill 101. Will offer free courses in basic French and will allow official leaves of absence from jobs for language training. N/A
Immigration Welcomes new immigrants. Will make immigration easier and faster for foreign graduate students, who choose to live, learn, and work in Quebec. Want to cut the number of immigrants allowed into Quebec each year by thousands. Blame the immigrants for using too much welfare money due to their lack of French language skills. Want two types of citizenships. Immigrants must demonstrate they can speak French fluently in order to obtain the “higher” citizenship. Those who did not have French language skills would be excluded from certain activities such as running for public office. Seek to increase the recognition of foreign diplomas in order to attract more skilled immigrants to Quebec. N/A
